Hi. Is there any way for me to shrink a photo to a certain size?

I've tried to divide the width n height by a certain integer but it turned out that I'm actually cropping the photo and cutting away the picture.

Create a new bitmap on your desired dimensions, and stretch draw your image on its canvas.
