How I can change Regional options in Win XP (picture) with my program ? Now is Serbian(Latin) and I want to change to example English.

You can do it by editiing the Windows Registry.
The key is HKEY_CURRENT_USER\Control Panel\International. At the Locale value, you see a number, which represents the ID for that user's locale.
Look at the other values under \International it is simple to understand it.
From delphi you can edit this values.
