That is exactly what I did with my VoIP version.
PCM 8.000 kHz, 16 Bit, Mono to gsm 6.10 gives a better quality, with same bandwidth or in you case same filesize.

Yes! I have already understood it. Because of, GSM algorithm, converts 8 bit data to 16 bit before compressing.

So if we get data from mic as 16 bit , quality is excellent for voice!.
