Send audio messages through telephone line by modem!!!!!

Hi
Is there any free component or source code to do the following operations?
1-Dials with a given tel number
2-Sends an audio message(e.g. a wave file) to the target

Can anyone help me,please?

I Duno...

It's done trought AT commands, so you have to get way of sending them (HyperTerminal), also you can get it using TAPI, but i think it would rather send message as data rather than sound...
