How keep the characters in different languages?

I am beginner and I have a small application.
In my labels and panels I have some strings with french characters and I would like that if an English or German user install it - of course on Windows on his own language - these special french characters rest the same.
What must I do/set in Delphi for avoid the change of characters? Please write me step by step.
