Monitor the activities of other programs

I want to write a program to monitor the activities of other programs when they try to access any file. How I can do this by Delphi? For example, when I run program X, I want to know which files are accessed or modified. Anyway, do you know any free program for this purpose? I would be grateful if you could help me. Thanks.
