Open (or somehow open) Source

Because of embargo against Iran, I get used to see 403 Forbidden message when accessing some regular websites. But I don't understand why SourceForge is banning us.

Is SourceForge owning the open source codes? Or just hosting them?

Maybe I misunderstood the meanings of open source and public domain. Please, someone enlighten me!

I have set up my own tunneling, and I don't have problem to connect to any site.

Being blocked by both parties, this is the bothering thing.

It's the situation that bothers me.
